Description

BeGreen has established a qualification system for future tenders related to projects within the field of development, installation, and operation and maintenance of (combined or individual) Renewable Energy Plants (“REP”, solar PV or wind) and Battery Energy Storage Systems (“BESS”) facilities. Admission to the Qualification system entails that a supplier can be invited to participate in calls for tenders within the category the supplier is admitted onto. The Qualification system comprises EPC categories as well as supply categories. The Qualification system is established pursuant to Directive 2014/25/EU of 26 February 2014 (the “Utilities Directive”). It is of unlimited duration and will remain in force until BeGreen decides to terminate it. The Qualification system is managed via Comdia.


An economic operator who applies for the qualification system is considered an “applicant”, whereas a qualified economic operator who is invited to participate in a specific tender is considered a “tenderer”. Only the economic operators qualified to be part of the qualification system at the time of call for tender will be considered in the selection of tenderers. Qualification is therefore a prerequisite for participation in future tenders, but it cannot be regarded as a guarantee of either participation in these tenders or the award of future contracts. The Public undertaking thus reserves the right to conduct tenders independently of this qualification system. The Public undertaking will, when call for tender is made, award contracts or framework agreements above the threshold value according to the procedures defined in articles 46 and 47. For procurements below the threshold value, the Public undertaking will outline the procedure in the Tender Material. Subcontract Description
BESS The category covers procurement of a complete AC-coupled LFP battery energy storage solution (“BESS”), comprising BESS container units with integrated BMS, inverters (PCS), MVS (medium voltage transformers and switchgear) together with local control, monitoring, protection equipment and fire safety system as a combined package. Scope includes supply, logistics, site delivery, technical support and commissioning support, along with system warranties, full supply chain traceability, ESG audits and any documentation/support required for grid compliance verification and cybersecurity compliance documentation. The possibility of bundling O&M services post-handover is included within the category. Installation of BESS is not included in the scope. Items such as site-level local controls and SCADA, HMI, local servers may be supplied by BeGreen or may be purchased as part of this category.

BESS is expected to be delivered for projects located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
BESS EPC The category covers EPC delivery (Engineering, Procurement and Construction) of utility-scale BESS, including co-located installations alongside PV plants. The scope includes all plant-level design and works on site for the BESS plant up to the Medium Voltage in the substation. Civil works include earthworks, foundation works for BESS containers, cable trenching and access. Mechanical works cover positioning and securing of BESS containers, PCSs and MV stations; and all AC and DC electrical works to the MV connection point (substation). The category includes BMS and EMS integration with site SCADA and PPC, commissioning, safety and performance testing, grid compliance verification, cybersecurity compliance documentation and handover documentation. Items such as Battery Containers and Power Conversion Systems with Medium Voltage transformers and switchgear, along with items such as local controls, HMI, local server. HV substations can be supplied by BeGreen for specific projects or purchased as part of this category.

BESS EPC projects are expected to be located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
HV EPC The category covers the EPC delivery (Engineering, Procurement and Construction) of medium/high-voltage electrical infrastructure for grid connection of PV and/or BESS plants, including design and construction of on-site substations, supply and installation of switchgear, protection and control systems (SCADA), HV cabling from substation to the grid connection point, and associated civil works.

The category includes TSO/DSO coordination, protection relay setting, equipment settings configuration, FAT and SAT testing, commissioning, cybersecurity compliance documentation and handover documentation. The main power transformer can be supplied by BeGreen for specific projects or may be purchased as part of this category.

HV EPC projects are expected to be located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
HV Transformers The category covers procurement of HV power transformers for grid connection of utility-scale PV and/or BESS plants. Voltage levels are estimated to 33/132 kV or 33/150 kV, but other voltage levels may be requested, depending on project location for a specific project. Power ratings are expected to be between 50 MVA and 200 MVA for each unit. Electrical design services are not included in the scope of this category.

Scope includes supply, FAT, transport to site, SAT, and commissioning support, along with full product warranties and long-term spare parts availability commitments.

HV Transformers are expected to be delivered for projects located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
Inverters and Medium Voltage Systems (MVS) The category covers procurement of solar photovoltaic (PV) inverters for utility scale projects, either string or central inverters depending on the project. The scope includes supply of integrated LV-MV transformers, switchgear, monitoring and protection equipment. Scope includes supply, logistics, site delivery, technical support during installation and commissioning, full product warranties, documentation/support required for grid compliance verification and cybersecurity compliance documentation.

Inverters and MVS are expected to be delivered for projects located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
Local controls The category covers procurement of power plant controller (“PPC”) systems for utility-scale solar PV and BESS plants. The PPC must fulfil all applicable grid code requirements, including active and reactive power control, frequency response, voltage regulation, and ramp rate control, among others. Scope includes hardware supply, factory configuration and testing, commissioning, cybersecurity compliance documentation, remote access capabilities, grid compliance documentation and support, and post-sales technical support.

Supply of PPC is expected to be delivered for projects located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
PV EPC The category covers EPC delivery (Engineering, Procurement and Construction) of utility-scale ground-mounted PV plants, including conceptual and detailed design as well as all civil, mechanical and electrical works. Civil works cover any required earthworks, cable trenching, fencing, pile driving and foundation works. Mechanical work covers supply and installation of mounting structures, installation of PV modules, and string cabling. The category includes DC and AC electrical works up to the MV collection point (in substation), inverter and transformer station installation, full commissioning, performance testing, cybersecurity compliance documentation and handover documentation. The category also includes delivery of equipment such as, but not limited to, structure to install solar modules, meteorological stations, security (fences, CCTV, ingress control) and all cables. The possibility of bundling O&M services post-handover is included within the category as well as the possibility of including planting and maintenance services of green areas on site. Items such as solar modules, inverters and Medium Voltage Stations, along with items such as local controls, HMI, local server, HV substations can be supplied by BeGreen for specific projects or purchased as part of this category.

PV EPC projects are expected to be located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
PV Modules The category covers procurement of photovoltaic (PV) modules for utility scale projects, tested to main international standards for PV modules, including IEC 62125, IEC 61730. Scope includes supply, logistics, sorting by power class, packaging with shock indicator along with full product and power output warranties, compliance with recycling and end-of-life obligations, full supply chain traceability, factory testing, production monitoring and supplier ESG audits.

PV modules are expected to be delivered for projects located in Europe as defined in Annex J – Grid map of Continental Europe with the addition of Great Britain.
