UNFCCC Digital Platform for Virtual Event Participation - Market Dialogue

Open/public
Start date: 06-03-2025 - 09:00
End date: 20-03-2025 - 18:00

Purpose of this Dialogue

The UNFCCC secretariat is seeking market insights to help refine our requirements for an online platform that will enhance inclusivity, transparency, and effectiveness of UNFCCC events through virtual participation capabilities.

This platform will enable authenticated participants to join meetings virtually, access event information in real-time, select content preferences, and interact with other conference participants based on their credentials. The platform must integrate with existing UNFCCC systems including Microsoft Entra ID, our registration systems, and event scheduling tools.

Through this dialogue, we aim to gather industry perspectives on technical approaches, best practices, and implementation considerations before finalizing our formal procurement documents. We welcome input on modern standards, user experience design, scalability approaches, and future-proofing strategies.

This is a requirements refinement exercise rather than a vendor evaluation process. All participants will benefit from the collective insights generated during this dialogue, and participation is not mandatory for future bidding opportunities.

We invite qualified vendors to share their expertise and help shape requirements for a platform that will support UNFCCC's mission of facilitating international climate action.

Our Collaborative Approach

This market dialogue is intended to be collaborative and informative rather than evaluative. We are seeking industry perspectives to help us refine our requirements and understand potential solution approaches. There are no "right answers" to the questions posed, and all thoughtful responses will be valuable to our requirements development process.

Pointers for Decision Making

  1. Request for Demo : Requesting for demo after submissions of proposals is very import because you are able to see and experience the platform in real time, see the capabilities and ask all the necessary questions to make a decision.
  2. Support & Maintenance : Support is very crucial. 24/7 Support and an excellent after sales support and maitenace is a key point to consider when making a decision.

Questions
Implementation and Support

May I ask what your expectations are when it comes to implementation and support?.

Process of buying and testing software javascript:WebForm_DoPostBackWithOptions(new WebForm_PostBackOptions("ctl00$cphMain$cphPortletHead$lbConfirm", "", true, "", "", false, true))

Based on the UNFCCCaccess platform document it would be my advice to select an x amount of providers that can offer a solotion to a digital event platform.

with that request you could ask for a demo, where you give each participant te same amount of time to demo their solution.

Engagement in online platform

As in the documents it states tgar during covid an online event platform played a pivotal role for facilitating engagement I would advise to request demo´s or documentation on how participants make sure audiences/attendees get engaged before, during and perhaps after an event.

Define what you see as 'engagement' and how you would like to measure this

Support

Make sure that:

1. support will almost 'not be needed': the tool you use should be user friendly and provide clear instructions, and how-to's

2. make sure that support is also documented so that you would have no dependency on 'opening hours' of the provider you choose.

3. if need be, is there an emergency line that IS available 24/7

Questions
Technical Architecture & Integration

How would your solution handle real-time updates to participant credentials and access rights during an event?

Questions
Virtual Meeting Experience

How would your platform facilitate impromptu breakout discussions while maintaining appropriate access controls?

Demonstration prep idea

One process that I always found particularly useful in RFP process, is to share a link to a previous UNFCCC event website, and allow vendors to create a proof of concept from that event. This allows you to experience what an attendee journey would look like within that platform. Following initial demonstrations this link could then be shared with the UNFCCC team to go through the process of registering and experiencing an online event themselves. Sometimes the 'hands-on' experience is a great way to get a feel for which vendor is right for your event.

Accessibility

For accessibility requirements that will adhere to the EAA (European Accessibility Act), where all products and services will have to be compliant by June 2025 deadline, there are some additional questions that are worth asking:

1) Have you completed VPAT testing?

2) Are you 508 compliant?

3) Alternative Text

4) Safe colour mode

5) Captions/subtitles

6) Ability to work with screen reader

7) Ability to support keyboard usage

8) Ability to support audio descriptions

Referrals

Due to the unique security requirements the UN have, I would recommend asking for referrals where vendors have worked with UN organisations (or similar) providing names for you to contact as part of the evaluation. This would preferably be with a client that has rolled out this technology for a similar number of events and participants.

Questions
Contracting process and terms

At risk of moving too far ahead, we have worked with UN organisations previously where it's demanded that vendors sign UN terms rather than the vendor's terms and conditions. I thought it would be useful for any potential vendors to understand that process in case that isn't an option. Please could you let us know if vendors will have to agree to UN terms without having a legal review of vendor terms, or would there be some flexibility there?

Questions
Drawing to a close...

Thanks everyone for their fantastic contribution in this market dialogue, it has been very much appreciated.

As has been mentioned to some already, the UNFCCC are not looking to build an entirely new event platform from scratch. Our goal is to enhance our event capabilities by integrating existing solutions and leveraging industry standards to improve virtual participation. We are seeking input on current platform capabilities, best practices, and potential solutions to enhance inclusivity and functionality. We will be giving equal attention and value to both “out-of-the-box” solutions and tailored approaches, as long as the solution aligns with our requirements and addresses our needs effectively. We are open to exploring various options, as long as they provide a suitable fit for the scope and functionality we are aiming for.

We appreciate the detailed insights HERE shared on future-proofing and extensibility. As we finalize our specifications, we’d like to ensure a smooth transition and operational readiness for the selected platform.

Could you please provide input on the following:

1) Implementation Timeline & Testing Phases

-> How would you structure the implementation roadmap to ensure a fully operational platform well ahead of major events?

-> What key milestones (e.g., system integration, user testing, pilot events) would you recommend within the first year?

2) Risk Mitigation for Transition from Current Systems

-> How do you typically handle migration from an existing system with minimal service disruption?

-> What contingency plans do you recommend in case of unexpected delays?

3) Knowledge Transfer & Training

-> What approach do you take to onboard UNFCCC staff and stakeholders efficiently?

-> Do you provide train-the-trainer programs, documentation, and long-term support?

4) Scalability Planning for Major Events (e.g., COP)

-> Given the varying scale of UNFCCC’s events, how would you ensure the system is stress-tested for peak demand (e.g., COP with up to 2,000 meetings)?

-> What strategies do you use to optimize performance and avoid technical bottlenecks during high-traffic periods?

Your insights on these aspects will be critical as we refine our procurement approach.

We appreciate your prompt response before the dialogue closes today at 18:00 local CET.

Kind regards,

James
