System to simplify and make the Clean Development Mechanism (CDM) more scalable

The Clean Development Mechanism (CDM) is perceived as a complex and difficult to use mechanism, and some areas are still poorly support by IT applications.  The secretariat has put in place business projects to address the concerns, and also recently it has put in place a new platform and business application infrastructure to better support delivery of business systems.  This project will implement a new system on this infrastructure to address the business concerns.

  • You should consider a general and specific integrity checking of rules (e.g. can all questions be reached on the questionnaire, are there any circles)?
  • Versioning of rule bases is a large issue
  • Support for verification questions that could verify or falsify information given, so that a staff member can quickly identify possible misfits
  • Digital signatures?
  • Reviewers should be able to annotate (mark, comment, make notes) calculations, pictures, documents, text fragments, etc. (teacher mode)
  • Process for migration from current document centric approach or will new system only apply for new PoAs or PAs?
